What are the best times to submit applications? CY

Most Funding Advisors prefer to do this in the evening as a convienance factor but their is no concrete data found to prove that any time of day is better. It can either be handled by a representative or the computer system will implement an algorithm and use that to determine if you are going to be approved or denied.
